"Tanking" on Purpose

Is this evidence that teams tanked on purpose? There is a massive gap between the top and bottom teams in the Goals for/against Differential this year; unlike any other season in the recent past. This year the Panthers were +2 and the next team was the Blackhawks at -27!. A gap of 29 goals.
